Bristol started being a city to the Gloucestershire side of the Avon, but mainly because it grew it prolonged over the river into Somerset. In 1373 Edward III proclaimed "the city of Bristol with its suburbs and precincts shall henceforth be individual from your counties of Gloucester and Somerset ... Which it ought to be a county by by itself".[5
